Some argue that the reforms’ such rejections are in fact symbolic, as much of the reforms have progressed so far already that much of it is irreversible. As PCTs have started to merge into clusters and redundancies have been affected, the practical reality of the reforms is emerging.
ISC Medical believes it will be a while before commissioning is properly implemented, as the NHS will have more time to prepare itself against the inevitable structural changes that the reforms will bring – particularly, the introduction of external providers within the equation.
