If a motorist has more than one visible pay and display parking ticket in their car then traffic wardens have the power to issue a fine of £70, or £120 if they live in the London area. A discount of 50% is available if the fine is paid within 14 days. The move has caused outrage amongst critics who underline earlier council promises that parking fines wouldn’t be used as an income-generating measure.
The City of London Corporation’s website reads: ‘It is a requirement that only a single ticket is displayed. If more than one ticket is visible, the civil enforcement officer will issue a penalty charge notice and it is unlikely that we will withdraw it.’ The clause appears under contravention number nine in the list of parking offences.
“This is a horrible showing of council exploitation and shows how thin their promise was when they said they wouldn’t use parking fines for personal gain,” said Peter Cooper of 24 7 Parking. “No offences are caused and motorists simply forget to remove old pay and display tickets once they have expired.
